Lately, I observed the high CPU and memory utilization on Windows 10 system.
The highest CPU process was the Windows Defense. I tried to disable it by adding a name (DisableAntiSpyware) with a DWORD (32-bit) if 1 in Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender. It disabled Windows Defender as expected but the highest CPU process became System process (ntoskrnl.exe).
Searched online and some people suggested to make the following changes that may help.
1. Computer\HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\Ndu
Start 2 --> 4
2. Services.msc
Stop SuperFetch service and disable it at startup
However, they didn't help either. The memory slowly went up to 100% and the system crashed.
During the checking process, I noticed CGServiSignKeeper.exe appeared in a few places and I checked further online but nothing came back. It has no publisher information. On herdProtect Anti-Malware site (https://www/.herdprotect.com), it mentioned this program was developed by Changing Information Technology Inc. that resides in Taiwan. Since it doesn't seem to have much information available, I tried to disable it in the startup and rebooted the computer.
Surprisingly, the system;s CPU and memory seemed to return to normal condition (low utilization).
I then changed back the above registries and service and the system was still performing normally.
I then deleted the whole directory (C:\Program Files (x86)\changingtec) that has modified time in 11/2017.
This may be the culprit that caused the whole issue.
