phpBB corrupted phpbb_modules table

After upgrading to phpbb 3.1.6, the SYSTEM tab under ACP (Administration Control Panel) idsappeared due to unknown reason.

I opened a ticket with phpbb and the support team provided a procedure to rebuild the table. after that, I need to remove all files under /cache and it will come back to normal working mode.
