Turn off Windows 10 Fast Startup

1. Control Panel
2. Power Options
3. Choose what the power buttons do
4. Click on "Change settings that are currently unavailable"
5. Shutdown settings becomes accessible from grey out
6. Uncheck "Turn on fast startup"
7. Change "When I press the power button:" to whatever you want. I choose "Shut down" for both "On battery" and "Plugged in"
